ACLU, Flagler sheriff reach agreement on postcard-only policy at jail

An old policy of restricting mail sent and received by Flagler County jail inmates officially ended Thursday with an agreement reached between the Flagler County Sheriff’s Office and the American Civil Liberties Union of Florida.

The ACLU, along with the Florida Justice Institute, filed a class-action lawsuit in early 2013 against Flagler County Sheriff Jim Manfre and Flagler County calling former sheriff Don Fleming’s postcard-only policy at the Flagler County Detention Facility unconstitutional.

A consent decree entered Tuesday by U.S. District Judge Marcia Morales Howard of the U.S. District Court for the Middle District of Florida formalizes the settlement that already had been reached by the parties, according to the ACLU.
